Codes are the mandatory rules and regulations that are followed in something. Similarly, the NEC (National Electrical Codes) is the set of rules defined by NFPA (National Fire Protection Association) under chapter 70, these codes are defined in order to minimize the chances of fire due to any electrical faults.
